Objectives:
Advisory support to Directorate for Monitoring and Implementing Regional Hospitals (DMIRH) for transferring the ROP and OPTA projects from MoH to ANDIS.
Activities:
- Prepare an Action Plan (including an option analysis) to achieve the transfer of the Regional Operational Programme (ROP) projects to the National Agency for Health Infrastructure Development ANDIS;
- Prepare an Action Plan (including an option analysis) to achieve the transfer of the Operational Programme Technical Assistance (OPTA) projects to ANDIS;
- Produce a report justifying reasons and steps after approval by the Client of the Action Plan;
- Technical support for modification of the ROP financing applications and major projects applications (in order to implement the acceleration strategy, to increase the EU co-financing rate to 50%, to transfer of projects and similar); provide the MoH with developing the content as well as support in introducing the changes in the MySMIS. Answering to clarifications from the MA/IB until their approval;
- Technical support for modification of the OPTA financing applications (in order to transfer of projects and similar), provide the MoH with developing the content as well as support in introducing the changes in the MySMIS; Answering to clarifications from the MA until their approval;
- Provide an opinion how the ANDIS could assume the contracting authority function for the REH projects and provide technical support to the MoH/ANDIS in their discussions with the other organizations (including ANAP). This support included drafting opinions, letters, participating to the meetings and similar.
- Advisory Support to obtain extension for the deadlines of meeting the indicators and provide technical support to the MoH/ANDIS in their discussions with the other organizations (including EC, MDPLA and MIPE). This support included drafting opinions, letters, participating to the meetings and similar;
- Draft protocol (delegation agreement) between MoH and ANDIS for the REH projects.
