Objective:
The overall objective of this Assignment is to assist the EIB Project Advisory Support Team (PAS Team) in their support to the Ministry of Investments and European Projects, in particular the Managing Authority of Sustainable Development Programme (MA SDP), as follows:
- assistance to the Programming Directorate in their activity of supporting beneficiaries of SDP during project preparation, and
- assistance in implementation and monitoring stages.
Results to be achieved:
- checklists for completeness of Feasibility Studies and Cost Benefit Analysis (CBA) in the water sector
- an executive summary as a report of not more than 20 pages presenting the main aspects of the project and presenting missing information and / or lack of correlation between documents
- verification of split of project value into intervention codes, in line with annex 1 of EU Regulation 1060 / 2021,
- verification of identification of priority stage of project, in line with the requirements of MA SDP – verification of project planning, budget correctness.
In relationship with project implementation:
- risk analysis,
- opinions with recommendation on technical, contractual or administrative issues
Based on specific requests:
-opinion notes and analysis on any projects or on horizontal aspects.
