Objectives:
The objective of the Assignment is to increase the institutional capacity of the actors involved in the implementation and operation of integrated waste management systems in order to increase the degree of achievement of the objectives and targets assumed.
Services delivered:
Task A.1
- Reports of evaluation of the performance of the municipal waste management system in each of the 33 counties that are operating integrated waste management systems
- An action plan for each of the 33 counties
Task A.2
- IT benchmarking platform developed with data from IWMS uploaded
Task A.3
- Guideline on the economic and financial operations carried out at the level of IDAs in the field of waste management
Task B.1
- Revised methodology for the preparation and monitoring of the county waste management plans
Task B.2
- Guideline for estimating the composition, generation indices and density of the municipal waste
- 3 Reports for determining the composition of municipal waste, generation indices and waste density, for 3 counties that have IWMSs in operation
Task C
- 14 regional workshops at least 14 hours each
- 1 national workshop of at least 14 hours
- 1 project closure event
- 1 project website operational
Task D
- Support in preparation or evaluation of waste projects to be funded through SDP, based on MA request
- Opinions on institutional, technical, and financial aspects relevant to the implementation/operation of IWMS projects provided further to ad-hoc requests
- Update and extension of the IT platform for the calculation of sanitation tariffs/taxes, based on ANRSC request
- Development of framework contract to regulate the relation between sanitation operators, based on ANRSC request
• Development of framework contract to regulate the relation between collection operators and users of the sanitation service, based on ANRSC request.
