Objective:
The overall objective of this Assignment is to improve the governance in the water sector in building capacity of IDAs as representatives of Administrative Territorial Units (ATU). Furthermore, the project will develop the institutional capacity of Local Environmental Protection Agencies (LEPA).
The purpose of the present Assignment is to ensure that all procedures are put in place and that all staff from IDAs receive the relevant information / training in water and project management and to improve communication and collaboration between all stakeholders in the water sector, mainly Regional Water operators, IDAs and Territorial Administrative Units.
The objective of the assignment is to revise all institutional documentation needed for a proper management of the IDAs and of the water services at the local/regional level.
Services delivered:
Activity A.1: One centralized report presenting the situation and proposal for improvement for the following aspects:
- Role and responsibilities of IDAs
- Financial situation and sustainability of IDAs
Activity A.2: A specific report will be prepared for each IDA, including:
- Existing situation, main deficiencies,
- Relevant recommendations (from output A.1) adapted to the specific situation of each IDA
Activity B.1: One report will present the various documents reviewed and proposals for improvement
Activity B.2: The procedures adapted for 5 IDAs and the Guidelines for implementation of all procedures and specific documentation
Activity C: Report on financing methods for IDAs in the water sector
Activity D: Capacity building events and related reports
