Framework–agreement for training on operational programmes management of the staff within the coordination, management and control structures for Structural Instruments

Objective:

This project aims at strengthening the administrative capacity of the institutions responsible for the efficient management of Structural Instruments.
The specific objective of this project is to provide adequate knowledge and skills for the improvement og programme management staff of the Romanian institutions involved in the management of structural instruments by:
A. Organisation of trainings in Romania
B. Organisation of visits to share best practice in other EU Member States

Activities:

Knowledge and skills to be acquired / improved will cover the following areas:
1. Programming and new regulations for 2014-2020;
2. Management of operational programs, including risk management,
3. Monitoring and reporting on Structural Instruments
4. Indicators
5. Monitoring projects
6. State aid and income generating projects
7. Horizontal policies
8. Management partnerships
9. Technical assistance and close programs;
10. Financial Management. The N +2
11. Audit, including eligible expenses
12. Reimbursement claims processing and payments
13. Management verification
14. Reporting
15. Audit of system and operations and irregularities
16. Prevention and correction of irregularities;
17. Management of projects financed by structural instruments;
18. Procurement management;
19. Other topics relevant skills and competences seeing managing structural instruments.
