EVALUATION MISSION OF AFRICALIA’S 2017 – 2021 MULTI-YEAR PROGRAM FOR UGANDA, ZIMBABWE, DRC AND BELGIUM

Objective:
Africalia’s main mission is to contribute to sustainable human development through the implementation of cultural cooperation programs with Africa. This is concretely manifested through capacity building of operators active in the socio-cultural and creative sectors in sub-Saharan Africa. Africalia plays a technical support or coaching role in planning, organizational implementation (including management, monitoring and evaluation of planned and executed activities in the field).The evaluation will look at Africalia’s strategy to be improved within the framework of the multi-year regional program 2017-2021. The evaluation will focus on Africalia’s support programs for cultural operators in Belgium and in three sub-Saharan African countries: DRC, Uganda and Zimbabwe.
Activities:
The evaluation focused on the effective implementation of the program by the partners:
(a) at the program level, consideration of the criteria of effectiveness, efficiency and sustainability;
b) with regard to the partners: according to the following criteria: financial autonomy; institutional capacity; transfer of competences.
