Objective:
The objective of this assignment is to support CNAIR in planning the Romanian EETS, and more specifically, in the definition of the EETS domain statement in accordance with European Directive 2019/520 and subsequent delegated acts so as to implement an ETC system and to update the timebased (vignette) charge in accordance with European Directive1999/62 1 criterion “polluter pays”.
The overall objectives of the implementation of the distance-based tolling system have been defined by the Ministry of Transport and Infrastructure as follows:
- implementation of the “polluter pays” principle by setting up a differentiated tariff grid
- setting up incentives for clean vehicles / vehicles with reduced emissions and for clean transport modes,
- discouraging the use of the most polluting vehicles,
- use of the revenues to support the road maintenance as well as new investments in sustainable transport,
- diverting about 10% of the road traffic to railways by 2026 as against year 2020.

- Task 3 – Comparison of EETS Alternatives
- Task 4 – Preparation of draft EETS Domain Statement including both ETC and the updated vignette scheme
- Task 5 – Consultations with Stakeholders
- Task 6 – Review of legislation
- Task 7 – Work Programme
