Technical Assistance for Projects to be Financed in the Future CBC/Neighbourhood Programs

Objective:

The main objective of the project was to support the operational administrative organizations for implementing the 2004-2006 N Neighbourhood Programme Romania – Serbia & Montenegro, Romania – Moldova and Romania – Ukraine.

The specific objectives of the project according to the Terms of Reference were:

• To assist the joint administrative bodies of the Neighbourhood Programme (JTS – Joint Technical Secretariats, JCC- Joint Cooperation Committee and JSC- Joint Steering Committee), during the start-up phase of the Neighbourhood Programme;
• To assist the Implementing Agency in Romania and the CBC Regional Offices in Timisoara, Iasi and Suceava, with Neighbourhood Programme implementation processes during the start-up phase;
• To participate as member in the Evaluation Committees

Activities:
Component 1: To assist the Regional Office Staff during the start-up of the Neighbourhood Programme implementation
• Organize and implement training sessions for the main stakeholders
• Assist MEI in performing a TNA analysis for identifying the training needs of local/regional institutions involved in the implementation of the future programmes
• On the job training on preparation and launching of calls for proposals for Phare CBC Programme 2005, project evaluation and selection process, financial management, monitoring and control of selected projects
• Transfer of skills and experience to Joint Technical Secretariats through formal training to JTS staff on Procedural Guidelines and on the job training in the day-to-day NP management activities
Component 2: To assist the CBC directorate and the Neighbourhood Program’s administrative bodies in administrative and operational matters during the first year
• Designing a custom-built project website
• Providing assistance to designing a MIS (Management Information System)
• Provide administrative support to the CBC Directorate
• Support the CBC Directorate in the preparation of multi-annual joint programming documents for the NP
• Project preparation facility under CBC Programming process 2005-2006
Component 3: To evaluate and select the project proposals
• Ensure participation in the evaluation committees
• Input in the elaboration of contract documents
