Strengthening the Administrative Capacity of the Romanian Parliament

Objective:

The main objective of the project was to strengthen the administrative capacity of Romanian Parliament by training experts to be able to provide services according to the European and international practices. This is to be done by providing the key players in the targeted Directorates from the Chamber of Deputies with the necessary skills and in depths knowledge in EU topics and specific job related topics.

The specific objective of the project according to the Terms of Reference was to provide the necessary technical assistance, tools, skills and knowledge in order to increase the qualitative output and effective operation of Romanian Parliament.

Activities:

Component 1: Strengthening of staff capacity through capacity building

  • Organize and deliver training activities for the personnel directly involved in the legislative activities (130 persons)
  • Organize and deliver training activities for the personnel directly involved in the non-legislative activities (20 persons)
  • Organize and deliver training activities on Human Resources Management (10 persons)
  • Organizing and deliver a ToT session (4 persons trained)

Component 2: Modernizing the Human Resources Management

  • Carry out a Functional Review of the HR Management methodology of the Chamber
  • Drawing up a recruitment plan on medium and long term
  • Elaborate an internship plan for the personnel
  • Develop an open and fair recruitment system
  • Elaborate a multi-annual plan on HR Management
