Further Assistance for National Institute of Administration and Regional Permanent Training Centers for Local Public Administration for the Purpose of Developing a Professional Body of Civil Servants and the Necessary Competencies in order to Support the Public Administration of Romania as EU Member State

Objective:

The general objective of the project was to support the implementation of the reform of the public administration in Romania for an efficient and competent administration according to the European standards.
The specific objective of the contract was to support the National Institute of Administration and the Regional Training Centers (Bucharest, Călăraşi, Constanţa, Cluj, Craiova, Iaşi, Timişoara, Sibiu) in providing the public sector with training programs according to the European standards so as to cope with the requirements of the EU accession and to contribute to strengthening the institute and the training market of the civil servants.

Activities:

COMPONENT 1: DEVELOPMENT OF A BODY OF PROFESSIONAL CIVIL SERVANTS AND THE NECESSARY COMPETENCIES TO SUPPORT THE PUBLIC ADMINISTRATION IN ROMANIA AS EU MEMBER STATE
ACTIVITY 1 – SUPPORT FOR NIA IN PROVIDING SPECIALIZED TRAINING PROGRAMMES, including TNA, drafting curriculum, training of trainers, training manuals
ACTIVITY 2: ADJUSTMENT OF THE SHORT-TERM COURSES TO THE REQUIREMENTS OF THE EU ACCESSION, including preparation of training programmes, e-learning, ToT in CBA and preparation of (pre)feasibility studies

COMPONENT 2 FURTHER ASSISTANCE FOR NIA AND RPTCLPA IN ORDER TO MEET THE CHALENGES GENERATED BY THE ACCESSION PROCESS
ACTIVITY 1 – FURTHER ASSISTANCE FOR NIA IN ORDER TO MEET THE REQUIREMENTS OF THE NEW EUROPEAN STATUS, including
drafting some instruments of monitoring the public servant training strategy; implementing a training program for the civil servants; drafting the NIA Organizational development strategy; assistance for promoting NIA image ; designing NIA promotion materials; designing a portfolio of projects;
ACTIVITY 2 SUPPORTING THE COORDINATION MECHANISM BETWEEN NIA AND THE REGIONAL CENTER FOR THE CONTINUOUS TRAINING OF THE LOCAL PUBLIC ADMINISTRATION (CRFCAPL)
ACTIVITY 3 ASSISTANCE IN STRENGTHENING THE TRAINING SUPPLIERS NETWORK
ACTIVITY 4 FURTHER ASSISTANCE EXTENDED TO CRFCAPLs IN IMPLEMENTING THE TRAINING STRATEGY
